First make sure you configure the theme settings, global and theme specific. (ref. above picture)
Site Building > Themes > Configure > Your Theme Name / Global
After being unable to just use <?php print $mission; ?> to bring the mission statement in on everypage,
I implemented the following method on every .tpl template page that I wanted the mission to appear.
